Avec l’année électorale qui s’en vient, la campagne « Engagez-vous pour le communautaire » prépare sa stratégie pour augmenter la pression sur le gouvernement. En prévision du budget, le comité national de coordination aimerait vous entendre sur ses propositions de scénario, notamment sur celui d’un projet de grève du communautaire. C’est pourquoi une consultation en ligne a lieu jusqu’à la mi-janvier.

Pour vous faire une tête, le FRACA organise également une assemblée le 23 novembre prochain (voir les informations plus bas).
Objectif du sondage
Faire le point sur les discussions au sujet d’une grève du communautaire et faire le décompte des mandats obtenus.
Pour qui?
Tous les organismes communautaires du Québec. Nous encourageons les groupes à débattre de la question le plus largement possible avec leur équipe, leur CA et leurs membres.
Suites au sondage
1) Il y aura grève si le nombre de mandats obtenus atteint le plancher adopté par le comité de coordination d’Engagez-vous, qui est de 1000 groupes dans 5 régions. Le scénario de grève retenu sera communiqué si le plancher est atteint et en fonction des réponses obtenues. Évidemment, des annonces régulières seront faites par le comité de coordination pour faire état des réponses au sondage et des mandats obtenus.
2) Grève ou pas, et peu importe le scénario de grève retenu en fonction des réponses, le comité de coordination continue de réfléchir à une stratégie de mobilisation pré-électorale. Dans l’éventualité où aucun scénario de grève n’est retenu, ou que celle-ci soit de courte durée, la mobilisation dans le cadre de la campagne se poursuivra avec d’autres moyens, lesquels seront envisagés prochainement. La poursuite de la campagne Engagez-vous pour le communautaire n’est en aucun cas tributaire des résultats du vote de grève.
N.B. La journée du 7 février 2018 demeure une journée dédiée à des activités de mobilisation régionales, comme il en était déjà question. Les résultats concernant la grève ne modifient pas les plans concernant cette journée.
Une Assemblée de réflexion et de discussion sur la proposition de grève du communautaire à Montréal
C’est dans ce cadre que le comité de coordination du FRACA vous a invité, dans la précédente infolettre, à participer le 23 novembre 2017 à une journée de réflexion et de discussion sur la proposition de la campagne nationale Engagez-vous pour le communautaire de grève/fermeture/interruption de services pour février prochain.

A Message for Montréal community organizations
Online survey on a possible community sector strike and tallying of mandates
With an electoral year coming up, the “Engagez-vous pour le communautaire” campaign is strategizing to increase pressure on the government to meet our demands. Anticipating the tabling of the yearly budget, the provincial-level steering committee of the campaign would like to hear your opinion on their proposal of different scenarios, such as a community strike. An online consultation is being held until mid-January (questions in French only)

In Montréal, FRACA is also organizing an assembly on November 23rd so that community groups can get together to discuss and deliberate (see info below).
Objective of the survey
To take stock and assess the discussions around a strike within the community sector as well as to tally the amount of mandates adopted by groups
Who can answer the survey?
Any community organization in Québec. We encourage groups to deliberate the question with as many people involved in the organization: staff team, board of directors, members.
What next?
1) A strike will be held if the number of mandates tallied reaches the minimum adopted by the steering committee of the campaign “Engagez-vous”, that is 1000 groups within 5 different regions of Québec.
The scenario chosen will depend on whether the minimum is obtained and in accordance with the kind of responses received. The steering committee will communicate the results once all the information is in, but regular announcements will be made to inform everybody of the progression of the results: the number and nature of responses coming in and the number of mandates adopted.
2) Strike or not, and regardless of the scenario chosen, the steering committee will continue to brainstorm around pre-electoral mobilization strategies. In the event that none of the strike scenarios are chosen, or that groups opt for a short-term strike, the mobilization within the campaign will continue, but through other means (to be planned shortly). The continuation of the “Engagez-vous pour le communautaire” campaign is in no way dependent or conditional on the results of the strike vote.
N.B. February 7, 2018 still stands as a day of actions and mobilizations in all regions of Québec. The results of the strike vote will not affect our plans around this day of action.
Assembly of deliberations and discussions on the proposal of a community strike
It is within this context that the FRACA steering committee has invited you (as was shared in a previous newsletter) to a day of deliberation, reflection and discussion on the subject of a strike/closure/interruption of activities in the community sector for next February. We will be discussing the proposal tabled by the provincial-level steering committee of the Engagez-vous pour le communautaire campaign.
